Kommissionen von der Leyen II er navnet på den Europa-Kommission, der ventes at tiltræde 1. november 2024.
Ursula von der Leyen blev af Det Europæiske Råd foreslået som kommissionsformand for en anden mandatperiode den 27. juni 2024 og valgtes af et absolut flertal i Europa-Parlamentet 18. juli 2024. 401 mandater stemte for.
Inden den nye kommission kan tiltræde skal de øvrige foreslåede kommissionsmedlemmer udspørges af parlamentet, hvorefter den foreslåede kommission i sin helhed skal godkendes af parlamentet.
Politiske sigtelinjer
18. juli 2024 præsenterede Ursula von der Leyen sine politiske sigtelinjer som fortsættende kommissionsformand. De fokuserede på øget økonomisk vækst, konkurrencekraft, et stærkere forsvarssamarbejde og mere social retfærdighed.[1]
Udnævnelse
Parlementarisk støtte
For at kunne fortsætte som kommissionsformand skulle Ursula von der Leyen først godkendes af Europa-Parlamentet. Eftersom de tre største EU-positive grupper - Det Europæiske Folkeparti, Gruppen for Det Progressive Forbund af Socialdemokrater i Europa-Parlamentet og Gruppen Forny Europa totalt set gik tilbage ved Europa-Parlamentsvalget 2024 var det op til afstemningen uklart om hun ville få opbakning fra et flertal. Det betød, at hun enten skulle have støtte fra Gruppen af Europæiske Konservative og Reformister (ECR) eller Gruppen af De Grønne/Europæiske Frie Alliance. Efter sin tale til parlamentet meddelte De Grønne/Europæiske Frie Alliance, at den ville stemme for Urusla von der Leyen, mens ECR-gruppen var splittet.[2] Ved afstemningen stemte 401 ud af 707 parlamentarikere for von der Leyen. For at blive valgt skulle hun mindst have 360 stemmer.[3][4]
Udnævnelse af den høje repræsentant
Efter Det Europæiske Råds møde i juni 2024 stod det klart, at Kaja Kallas ville blive udpeget til EU's højtstående repræsentant for udenrigsanliggender og sikkerhedspolitik. Det Europæiske Råd godkendte endeligt udpegningen på sit møde 24. juli 2024.[5]
Kommissærerne
Ifølge Traktaten om Den Europæiske Union udpeger hvert medlemsland en kommissær, der har ansvaret for et specifikt politisk område.[6]
25. juli 2024 sendte Urusula von der Leyen breve til medlemslandene og efterspurgte deres nomineringer af kandidater til kommissærposterne.[7][8] Som da hun første gang udpegede en kommission efterlyste hun samtidig, at medlemslandene både nominerer en mand og en kvinde.[9] Pr. 25. august 2024 har intet medlemsland dog nomineret to kandidater, og flertallet af dem er mænd.[10][11]

The Flag of Europe is the flag and emblem of the European Union (EU) and Council of Europe (CoE). It consists of a circle of 12 golden (yellow) stars on a blue background. It was created in 1955 by the CoE and adopted by the EU, then the European Communities, in the 1980s.
The CoE and EU are distinct in membership and nature. The CoE is a 47-member international organisation dealing with human rights and rule of law, while the EU is a quasi-federal union of 27 states focused on economic integration and political cooperation. Today, the flag is mostly associated with the latter.
It was the intention of the CoE that the flag should come to represent Europe as a whole, and since its adoption the membership of the CoE covers nearly the entire continent. This is why the EU adopted the same flag. Before the European Parliament can vote the new European Commission led by Ursula von der Leyen into office, parliamentary committees will assess the suitability of commissioners-designate.
On 23-26 May, more than 200,000,000 people in 28 EU countries went to the polls to elect members of the European Parliament, giving them a strong democratic mandate, including voting into office the new European Commission and examining the competencies and abilities of its commissioners-designate. Elected members of the European Parliament will also listen to their ideas and will assess their willingness to take concrete actions on the issues that Europeans care about.
Each candidate commissioner is invited for a live-streamed, three-hour hearing in front of the committee or committees responsible for their proposed portfolio. The hearings will take place between Monday 30 September and Tuesday 8 October.

The Internal Market and the Industry committees questioned Thierry Breton, candidate for the Internal Market portfolio.
The presidents and political groups’ coordinators from both committees will meet at 17.00 to assess the performance of the Commissioner-designate.
Digital, environmental and social challenges
In his introductory speech, Mr Breton spoke of the digital, environmental and social challenges the EU is facing and how he plans to address them during his mandate. The digital transformation and climate change will be high on his agenda, in line with President-elect Ursula von der Leyen’s priorities.
Mr Breton said that 5G, blockchain, Artificial Intelligence, cybersecurity, cloud and quantum technologies would enable the EU to be a “key industrial player”. He defended “ambitious industrial policies”, which should also be socially responsible, in order “not to leave anyone behind”.
