Federation Cup 1991 var den 29. udgave af Fed Cup, den kvindelige pendant til mændenes Davis Cup, arrangeret af International Tennis Federation. Turneringen blev spillet udendørs på hardcourt i Nottingham Tennis Centre i Nottingham, Storbritannien i perioden 18. - 28. juli 1991. Storbritannien var Fed Cup-værtsland for tredje gang, men det var første gang, at kampene blev spillet i Nottingham. Mesterskabet havde deltagelse af 56 hold, hvilket var en kraftig forbedring af den hidtidige deltagerrekord på 47 hold, der kun var ét år gammel.
Turneringen blev vundet af Spanien, som besejrede USA med 2-1 i finalen, og som dermed vandt mesterskabet for første gang i holdets anden finale. Samtidig fik spanierne revanche for finalenederlaget til netop USA to år tidligere. USA var i Federation Cup-finalen for 20. gang, og det var sjette gang, at amerikanerne måtte rejse hjem med sølvmedaljerne. Det vindende spanske hold bestod af Arantxa Sánchez Vicario og Conchita Martínez, mens USA blev repræsenteret af Mary Joe Fernandez, Jennifer Capriati, Gigi Fernandez og Zina Garrison.
Resultater
Alle holdkampe bestod af tre kampe, to singler og en double, og alle kampe blev spillet bedst af tre sæt.
Kvalifikation
Kvalifikationen blev spillet i dagene 18. - 21. juli 1991, hvor 32 hold spillede om de sidste otte ledige pladser i hovedturneringen. Vinderne af de otte opgør i anden kvalifikationsrunde gik videre til hovedturneringen. De 16 tabere fra første kvalifikationsrunde spillede videre i trøstrunden.

De otte vindere i første runde af playoff-runden kvalificerede sig til hovedturneringen ved Federation Cup 1992 sammen med de fire vindere af anden runde, hvori de otte tabere fra første runde spillede om de sidste fire pladser.
De fire hold, der ikke kvalificerede sig til hovedturneringen ved Federation Cup 1992, måtte spille i den nyoprettede Gruppe I i 1992, hvorfra holdene dog havde mulighed for at kvalificerede sig til hovedturneringen.

The flag of the Dominican Republic has a centered white cross that extends to the edges. This emblem is similar to the flag design and shows a bible, a cross of gold and 6 Dominican flags. There are branches of olive and palm around the shield and above on the ribbon is the motto "Dios,Patria!, Libertad" ("God, Country, Freedom") and to amiable freedom. The blue is said to stand for liberty, red for the fire and blood of the independence struggle and the white cross symbolized that God has not forgotten his people. "Republica Dominicana". The Dominican flag was designed by Juan Pablo Duarte, father of the national Independence of Dominican Republic. The first dominican flag was sewn by a young lady named Concepción Bona, who lived across the street of El Baluarte, monument where the patriots gathered to fight for the independence, the night of February 27th, 1844. Concepción Bona was helped by her first cousin María de Jesús Pina.
