The person in the picture is Shizuichi Tanaka, a famous commander of Imperial Japanese Army in days of World War II. The source book, The Philippines Expeditionary Force, names him "Army Commander Tanaka" without further details. According to the Japanese Wikipedia article on "Japanese Army uniform", he is wearing a Showa 5 type or M90 uniform with the epaulette of lieutenant-general. Therefore, this picture should be considered to be taken between July 1938 to September 1943.
