(Machine translation) "The User is authorized to view and download the materials contained in the site only for their personal use and not for commercial use... The User shall not modify, reproduce or publicly or commercially display the materials, nor may he distribute or use them for any public or commercial purpose"

which is not a license we can accept on Wikimedia Commons, so files published after that March 16, 2022 date will not be acceptable.
